The system for academic quality control operates within the Rector's office at the Hebrew University. The system deals with the periodic evaluation of the academic activity in the various units of the university. The evaluation refers to the research and teaching activity in the academic units. The evaluation is done in full cooperation with the academic units. The evaluation is based on a comparison of the unit's activity with the leading units in the world in the same field and on the evaluations of the faculty members of the unit and its students. The purpose of the activity of the academic quality control system is to help the units to improve the quality of their academic activity, to improve the service to the student population and to assist the university management in allocating resources to the various units and in determining the development plans of the units.
The academic evaluation of the units is based on four components:
Self-evaluation of the units, which is done once every six years. In this framework, each unit is asked to critically evaluate its activity, and this with the participation of all the factors involved in its activity. The self-evaluation is summarized in a report prepared by the unit and which is submitted to the university administration.
Critical evaluation done by an international evaluation committee. Once every six years, the entire academic activity in the unit is examined by an international committee of experts. In some of the units, the appointment of the evaluation committees is done in cooperation with the quality assessment and assurance department in the Council for Higher Education; And in other units, where no committees are established by the Higher Education Council, the units are appointed by the Hebrew University's Academic Quality Control System. The evaluation committees submit their evaluation report to the university administration, which is based on a critical review of the self-evaluation report prepared by the unit and a visit to the unit that includes conversations with faculty members and students in the unit and with the university administration. The report includes an assessment of the international academic status of the unit in the field of research and in the field of teaching, and it includes recommendations regarding the future development of the unit. These reports are published on the MLA's website as well as on the website of the Hebrew University's academic quality control system. With the intention of ensuring access The academic control is carried out professionally and objectively by external committees, which include researchers of international reputation from abroad and sometimes from Israel in the subject field. Hence, the reports are written in the English language.
Determination of findings by the Academic Policy Committee. This committee of the university, which includes the president, the rector, members of the academic staff and public representatives, discusses the report of the evaluation committee and the self-evaluation report of the unit. The committee holds a discussion of the findings with the management of the academic unit, which responds to the evaluation committee's recommendations. The Academic Policy Committee makes findings regarding the academic activity in the unit and regarding the development plans and desired changes in the unit's activity.
An academic quality control system works in collaboration with the academic unit to implement the recommendations. Following the decision of the Academic Policy Committee, the unit is working to establish a schedule for the implementation of the recommendations. The unit reports periodically to the university management, the academic quality control system and the Council for Higher Education on the progress of the implementation of the recommendations. An important element in the evaluation of the unit's activity, which is done as mentioned once every six years, is the way in which the recommendations established in the previous evaluations were implemented.
