Support for Open Access Publications in 2024 - Vice Rector's Letter

Dear University researchers,

I am pleased to provide you with an update on the University's support for Open Access publications. The support will be implemented through two main initiatives: 1. Agreements with various publishers and 2. The University's active participation in partial financing of the publication cost.

1. Agreements with publishers that include the open publication component.

Below is a partial list of the publishers with whom the University has an agreement:

- Springer: A new agreement commencing in January 2024 allows for the publication of 129 articles in Open Access at no additional cost in all hybrid journals. Please note that Nature journals are not included in this agreement.

- Wiley: Hebrew University researchers can publish up to 190 articles in total each calendar year in hybrid journals.

- Cambridge: Articles can be published without limitation.

- Taylor and Francis: Up to 76 articles can be published in total each calendar year for all Hebrew University researchers in hybrid journals.

- Sage: Unlimited articles can be published in hybrid journals at a reduced cost of 200 GBP per article, instead of the regular 2,000 GBP. Articles meeting the fund's criteria will be fully funded, and those not meeting the criteria are still entitled to a discount.

- ACS: Up to 45 articles per calendar year can be published for all Hebrew University researchers. Starting in 2024, funding for open publication at no cost will be limited to a maximum of 2 articles per researcher (PI). This is provided that the publication is in a journal ranked in Q1 of JCR. Please take note of this change.

2. Partial funding of publication costs through a dedicated fund

In 2023, the dedicated fund for open publication was opened for the first time, marking a remarkable success as it reached full utilization within six months. Given the budgetary challenges facing the University on one hand, and the commitment to facilitate financing for exceptional articles on the other hand, commencing January 10, 2024, partial support will be extended to cover the publication costs of articles not included in section (1) above, provided they meet the following criteria:

o Funding will be limited to only one application per year by the same faculty member.

o A faculty member from the Hebrew University applying to receive support is defined as the Principal Investigator (PI) in this article.

o Any request for support from the foundation is conditional upon confirmation of acceptance of the article for publication and confirmation of eligibility on behalf of the Libraries Authority after applying through a funding application form (access to the form through a Google account: gmail, hujimail, etc.). Funding cannot be reserved in advance, nor will a retroactive refund be possible for a bill that has been paid.

o The University will fully finance the cost of publishing up to $500. Beyond this amount, participation will be provided at a rate of 50% of the publishing cost.

o The article must be published in a journal ranked in the top 10% of journals in at least one of the JCR (Journal Citation Reports) disciplinary categories of Web of Science (WOS) *.

o The amount allocated to the fund is limited and can be realized until the end of September 2024 or until the funds run out, whichever comes first.

* In cases where the Journal Impact Factor (JIF) rating may not be applicable (in fields such as the humanities and others), eligibility confirmation will be granted based on designated ratings that align with the same criteria.
