Shalom Rav,

Re: Transfer of Knowledge within the Framework of

Collaborative Scientific Projects with International Partners

We would like to bring to your attention the internal approval process for development of international research cooperation with scientific and commercial bodies. Kindly read the regulations below carefully and please save for future reference.

The Hebrew University of Jerusalem values opportunities for global research cooperation and encourages the free exchange of ideas among scholars.  Accordingly, the Hebrew University has been investing continuously in developing partnerships worldwide to promote collaboration in a wide variety of academic and commercial endeavors.

Such collaborations involve establishing agreements between individuals, institutions and in many cases with the private sector. These agreements aim to ensure that our researchers’ knowledge and Intellectual Property Rights (IPRs) are protected and that such transfers and uses are in accordance with the HUJI internal regulations and policies. In addition, while reviewing these agreements, the University’s authorities ensure that any transfer of knowledge, technologies or IP complies with the rules and regulations of the State of Israel, and, in some cases, with rules and regulations of other countries that may apply through contractual obligations of the University.

While collaborations with individual academic researchers are generally not subject to prior approval, scientific collaborations with academic and public institutions and with commercial individuals or corporations are subject to prior assessment. A researcher is required to contact the relevant unit listed below for guidance and approval of agreements prior to any financial, legal, or any other commitments:

a. Agreements supporting a specific research program: The Authority for Research and Development (ARD); please contact the relevant geographic ARD desk.

Visit the ARD website for more information on IP regulations.

b. Agreements with commercial partners: Yissum; please contact the Business Development VPs at Yissum in accordance with the field of the agreement.

Visit the Yissum website for information on technology transfer and templates of agreements.

c. Strategic collaborations at the institutional level or academic units’ level (Faculty, Schools, Departments, Research Centers), student exchanges, inter-institutional MOUs, academic partnerships, etc.: HUJI International Office; please contact Jane Turner, Head, International Office, Email: janet@savion.huji.ac.il.

Attached please find guidelines on international partnerships and agreements.

The University Legal Department closely accompanies all of the above units. Legal questions can also be referred directly to the Legal office, Email: Legaladv@savion.huji.ac.il

Best Wishes,

Prof. Asher Cohen, President

Prof. Barak Medina, Rector
